consultants provide utility support for a range of regulatory
needs. This work includes conducting and participating in
regulatory workshops, developing forecasts and analytics to
support rate cases, site filings, integrated resource plans
(IRP), and providing expert testimony on our clients' behalf.

Itron's recent regulatory support work is described below.
Long-Term
Peak Demand Forecast, Dominion Virginia Power - March 2008
Dr. Frank A. Monforte, Itron director of forecasting, filed
expert witness testimony before the State Corporation Commission
of Virginia on the behalf of Dominion Virginia Power in the
matter of the proposed Meadow Brook - Loudoun Transmission
Line. Dr. Monforte's testimony included an evaluation of Dominion
Virginia Power's long-term peak forecasting process. This
effort included direct and written testimony.
Sales
Weather Normalization, Empire District Electric Company -
October 2007
Mark Quan, Itron senior consultant, filed expert witness testimony
with the Missouri Public Service Commission on behalf of Empire
District Electric Company. Quan's testimony focused specifically
on the weather normalization of test year sales for five classes.
The testimony supports development of weather normalization
models, calculation of normal weather and use of these models
for estimating normalized test year sales. Hearings were held
in May 2008 with briefs expected in June 2008. The testimony
may be viewed through the Missouri Public Service Commission
website (www.psc.mo.gov)
and referencing case number (ER-2008-0093).
IRP
Regulatory Workshop, Ameren - July 2007
Eric Fox, Itron director of forecasting solutions, led several
workshops to address Missouri IRP forecast filing requirements
as part of Ameren's 2008 IRP filing. The purpose of these
workshops was to establish a collaborative forecasting process
that involved Ameren forecasting staff, Missouri Commission
staff and other state interveners. Fox assisted Ameren with
filing a rules stipulation agreement with the Missouri Commission
as an outcome of the workshop. The agreement was approved
and formed the basis for the 2008 IRP demand forecast. Itron
also assisted with developing this forecast.
Long-Term
Demand Forecast, Orlando Utilities Commission - March 2006
Fox also developed a long-term demand forecast and provided
supporting testimony for Orlando Utilities Commission's Need
for Power Application. The work entailed constructing
a long-term demand forecast that incorporated expected changes
in energy use as a result of changes in end-use saturation
and efficiency trends. Fox held several meetings with commission
staff over the course of the project and staff approved the
filed forecast.
Test-Year
Sales Forecast, Central Hudson Gas & Electric - July 2005
Fox conducted and supported a test-year sales and customer
forecast for Central Hudson's 2006 rate case, which included
providing direct testimony. The forecast entailed constructing
monthly sales and customer forecasts for Central Hudson's
defined rate classes using statistically adjusted end-use
model specifications. New York commission staff reviewed and
accepted the forecast.
